To begin Liquid Assets, you'll first need to complete the Distilling Confidence side quest, which you can also get from Nyssa Marcano in New Atlantis.

1. Talk to Walter Stroud

Starfield - Talk to Walter About Business Opportunity

Go to the Lodge on Jemison planet and talk to Walter Stroud. Tell him that Nyssa Marcano has a special drink recipe that's worth investing in.

2. Talk to Issa Eklund

Starfield - Talk to Issa Eklund

Next, head over to the lobby of the Astral Lounge in Neon. Ride the elevator up to the Stroud-Eklund Corporate HQ and speak to Issa Eklund about the investment opportunity.

3. Talk to Nyssa Marcano

Starfield - Return to Nyssa Marcano

Return to Nyssa at the Viewport bar and inform her that Walter Stroud is willing to invest in her upcoming business. However, she'll then tell you that she now wants a second investor.

4. Offer to Invest or Talk to Benjamin Bayu

Starfield - Offer to Invest

You can volunteer to be the second investor by dishing out 10,000 credits. After giving her the credits, the quest will end and you'll be rewarded with 75 EXP and a few credits.

4b. Talk to Benjamin Bayu

Starfield - Speak to Benjamin Bayu

Visit the Astral Lounge and use the elevator to go up to the VIP Balcony. Go to Benjamin Bayu's booth and talk to him about becoming an investor for Nyssa Marcano's business, which he'll happily agree to.

Return to Nyssa and inform her that Benjamin Bayu has agreed to fund her business venture to complete the quest.
