Rob Other Ships with the Piracy Dialogue Option

Starfield - Rob Other Ships with The Piracy Dialogue Option
To have other ships surrender to your piracy demands, hail a nearby ship, then select the Piracy dialogue option.

Demanding piracy on ships and other acts of Space Piracy will put a bounty on you. Also, demanding piracy within the sight of security ships will automatically cause them to detain you.

Travel to Deimos Staryard for Multiple Trade Ships to Demand Piracy On

Starfield - Travel to Deimos Staryard
A good strategy to complete the Deception Skill Challenge is to demand piracy on the multiple trader or cargo ships traveling around the Deimos Staryard. Another advantage to this strategy is that this location has no Security Ships that will detain you after a successful attempt at demanding piracy.

If the number of ships starts to reduce, you can reset the location by traveling to another location and then traveling back.

Travel to Different Planets and Systems to Encounter Lone Ships to Rob

An alternate and much inferior method to complete the skill challenge is to travel across different planets and systems to encounter lone ships. The advantage of this strategy is that if a ship does not want to surrender to your piracy demands, you can fight them without having to worry about fighting multiple ships simultaneously.
