As Persuasion is a Novice skill, it can be learned without having to spend skill points on other skills in the Social skill tree. You just need to spend a skill point on Persuasion to learn it.
The Persuasion skill is automatically learned by the following backgrounds:

You can repeatedly try out the persuasion challenge with Emilio Hadek during the Out on a Limb quest, which is the 2nd mission from the scientist at the tree. The trick is to back out immediately after you clear the persuasion. This will let you repeat the persuasion from the beginning so you can keep finishing the challenges quickly. You'll need to reload your save if you fail, as it will be cut short then.
Out on a Limb Walkthrough and Choices
If you've already cleared Out on a Limb, you can persuade random crew-for-hire to lower their rates instead. You can easily cycle through them by going to different bars like The Viewport, The Hitching Post, or The Astral Lounge and letting time pass.
