You can find a Trade Authority stall inside The Den near the planet Chthonia at the Wolf Star System. From the entrance of The Den, head to the central area and turn left to find the stall.
This specific Trade Authority branch is also the easiest way to sell contraband as you do not get scanned as you enter the Wolf Star System.

The Trade Authority in New Atlantis is the earliest one you can encounter if you had the chance to find it. This one is placed inside The Well area, and you'll have to really explore New Atlantis to find the entrance to it.

You can find another Trade Authority kiosk at the Spaceport area of New Atlantis. You can find it next to the Ship Technician.
Land in Mars and enter Cydonia's Central Hub. Head down the ramp in front of you and turn right before another ramp.

Neon's Trade Authority building is found on the left side when you enter Neon. This is the easiest Trade Authority to go to.
