Talk to Annie Wilcox, who will give you a lead on the Laredo robberies.

2. Apprehend the Laredo Arms Thief at Midnight

Starfield - Apprehend the Thief at Midnight

Wait until Midnight, then head to the Laredo Shooting Range to apprehend the thief.
