Choice Doesn't Matter

Release the Phantoms ・ Anasko is happy.
・ Zealots will breach the Citadel.
・ You must head to The Pinnacle.
Phantoms still attack you on the way to the Pinnacle.
・ At the Pinnacle, you're presented with another non-choice of Attacking or Submitting to Anasko.
・ You're forced to kill Anasko and overload the Vortex Gate.
Terminate Pod Life Support Anasko turns hostile.
・ Zealots will breach the Citadel.
・ You must head to The Pinnacle.
Phantoms still attack you on the way to the Pinnacle.
・ At the Pinnacle, you have to kill Anasko and overload the Vortex Gate.

The Release the Phantoms or Terminate Pod Life Support choice that occurs during The Scaled Citadel is ultimately inconsequential, since the Phantoms will still attack you on the way to the Pinnacle and you'll have to kill Anasko and overload the Vortex Gate either way.

If you choose to Release the Phantoms, an extra step is added at the Pinnacle since Anasko isn't hostile to you. You're presented with dialogue options to Attack or Submit, which is another non-choice since it also ultimately ends with you having to kill Anasko and overload the gate.

Attack or Submit?

Choice Result
Attack Your objective is to kill Anasko and overload the Vortex Gate.
Submit You kneel down and die, then respawn at the last checkpoint and are presented with the same choice again.

If you choose to Submit, you will die and respawn at the last checkpoint (entering the Pinnacle). Afterward, you'll encounter the same choice of having to Attack or Submit.

Since the choice doesn't matter, you can choose either option, preferably the one that is more in-line narratively with who your character is.
