1. See Mayor Cartwright About a Job

Starfield - Talk to Elias at his Manor

To begin the quest, talk to Mayor Cartwright at his manor in Akila City. You can get there by going up the stairs to the right of The Rock, then keep going straight ahead until you reach a house with white bricks.

2. Ask Elias Cartwright About Frank Langston

Starfield - Ask Elias About Frank Langston Problem

Continue talking to Elias and ask him about his problem with Frank Langston. After letting him explain the whole situation, agree to help him out and he'll point you to a location of a farm where you have to retrieve a Will.

3. Get Sahar Hasanov's Will from Sahar's Farm on Akila

Starfield - Loot the Sahar Hasanov

Open your map and fast travel to Sahar's Farm which is also located on Akila planet. Head inside the farm and loot the Sahar Hasanov's Will from the storage box. There will be a lot of Ashta as soon as you arrive so you'll have to sprint quickly towards the airlock of the farm to avoid getting mauled by them.

4. Talk to Elias Cartwright

Starfield - Give Elias the Will

With the Will now in your possession, return to Elias Cartwright in Akila City and hand over Sahar's Will to him to complete the quest.

(Optional) Talk to Frank Langston about Sahar Hasanov's Will

Starfield - Talk to Frank Langston About the Will

Alternatively, you can talk to Frank Langston at his house (also in Akila City) about the Will and he'll offer 10,000 credits in exchange for it.

If you accepted Frank's offer, you'll have to return to the mayor and lie that you never found the Will at Sahar's farm.
