Tane Salavea becomes a recruitable companion after completing the quest Conflict in Conviction. Afterward, he can be recruited at the Herald's Rest, where you can also recruit a bunch of other crew members.
You can recruit him even if you choose to kill Vaeric. However, obviously, if you kill him as well during the same choice scenario, you won't be able to recruit him as a companion anymore.

Sahima Ka'dic can become your companion as well, after completing the quest Zealous Overreach. However, obviously, if you chose to kill Sahima during that quest, she won't be able to become your companion anymore.
After completing the quest and sparing Sahima, you can recruit her at House Ka'dic in Dazra City.

Neither Tane nor Sahima are romanceable companions, so there are no new romance options added in Starfield Shattered Space.
