1. Identify a Potential LIST Recruit by Eavesdropping

After speaking with Phil Hill about looking for Recruits to relocate to other planets, head to the back of the bar to overhear a conversation about wanting a fresh start.

2. Sign Up Settler for the LIST

You need to Persuade the Citizen into joining LIST's program, which should be relatively easy.

You can only interact with the citizens after the quest updates. Sit beside them after their discussion to interact with any of them.

3. Survey a Habitable Planet

Find and survey a Habitable Planet. The conditions for a Planet to be habitable is that it should have an Oxygen Atmosphere, H20 present in the planet, and has a variety of Flora and Fauna.

Since the galaxy in Starfield is procedurally generated, you may come across a variety of Planets that fit this criteria in other systems, but an easy candidate would be Eridani II.

After finding a suitable planet, you must then get a 100% Survey Score by scanning all the available resources, flora, and fauna in the ecosystem.

4. Sell a Habitable Planet Survey Data to LIST

After completely surveying a Habitable Planet, return to Phil Hill in Cydonia and sell the Survey Data slate to finish the quest.

After completing the quest, you can then proceed to sell more 100% Survey Data to Phil Hill, and the selling price varies from planet to planet.
