As Weapon Engineering is a higher-tier Advanced skill, it is unlocked by spending a total of 4 skill points in the Science skill tree before it can be learned.
There are no backgrounds that start with the Weapon Engineering skill.

4 | Craft 30 weapon mods. | You can research and craft master-level weapon mods. |
You can craft any Weapon Mod to progress the Weapon Engineering Skill challenge. For a cheap and fast method to do it, you can craft a cheap mod on a weapon like an Eon's Muzzle Break which costs one Aluminum and one Nickel, then do the No Mod craft for one Iron and one Nickel. This method will count as crafting a weapon mod twice and would progress the challenge.
You can find weapon workbenches in The Lodge in New Atlantis or by adding a workshop hab in your ship.
