Moara is a bit vague with the mixture of one ship skill and one combat skill. This puts him in a situation where he doesn't shine in either assignment but is still useful nonetheless.

He's viable to take on missions for his Marksmanship skill or simply serve as a crew member on your ship to benefit from EM Weapon Systems.
