You can recruit Lin after finding Barrett's whereabouts during the Back to Vectera quest. You will have the option to recruit her, which she will gladly accept.

Lin is not a romance option in Starfield and you won't be able to start a relationship with them.

Best Assignments for Lin

Excels on Outposts

Lin can bring huge benefits to outposts with her high-ranking Outpost Management skill. Not only do you get additional perks, but you will be able to boost the overall efficiency of your outposts as you can assign more crew members.

When the going gets tough, however, you also have the option to bring Lin as a companion to benefit from the Demolition skill. Though this is not advisable, you would lose a lot by not assigning her to an outpost.
