Speak to Kelton Frush, who will mention that the vibrations the tree is ending is due to it about to reproduce.
To prevent catastrophic damage to New Atlantis, Kelton needs a tree branch sample from Akila City to stimulate a response.
Travel to Akila City in Cheyenne and head to the Coe Heritage Museum and speak with Lea Casler. She'll mention that she's neither authorized or inclined to give the tree branch.
You'll need to either persuade Lea Casler or steal the branches from the museum.
Persuade Leah by selecting the I really need that tree branch dialogue option.
With at least 1 Rank in the Persuasion, you can easily convince Leah Casler to hand over the tree branches. Otherwise, make sure to choose the respectful options at the start.
If you fail to persuade Leah Casler, you'll need to steal the tree branches from the safe behind her. Keep in mind that Leah rarely moves from her spot, so you'll need a high Sneak skill to successfully steal the branches.
Additionally, the safe where the tree branches are stored has an Expert Lock, which requires at least 2 Ranks in the Security skill to open.
Lockpicking Guide and How to Pick Locks
Return to New Atlantis in Jemison and speak to Kelton Frush to give him the tree branches.
He'll mention that he needs to analyze and then synthesize an audio sample from the tree branch.
Kelton will take a few seconds to synthesize an audio sample from the Akila City tree branch. Simply wait for him to finish analyzing and talk to him when the objective updates.
Speak to Kelton Frush and he'll ask you to upload his synthesized audio to an SSNN Terminal to broadcast it to the tree.
Travel to the Commercial District and head inside the SSNN Building and operate the terminal near the floor lamp.
To upload the audio sample, click on Broadcast Diagnostics and then Upload Diagnostic File to upload Kelton's audio sample.
With the audio sample uploaded, click on Run Diagnostic to play the audio file. Exit the terminal once the objective updates.
Head back to the tree by taking the NAT and traveling to the MAST District.
Speak to Kelton Frush who mentions that while there's now no catastrophic danger, he still needs to monitor the tree. Finish his dialogue to complete the quest and you'll receive 100 EXP and some Credits.
