Procedural generation in Starfield means some planets and areas are created based on computer algorithms instead of being manually developed by people. Learn more on procedural generation, areas that are procedurally generated, and locations that are created manually.

Bethesda claims that players can visit over 1000 planets in Starfield. However, this is with the caveat that many of the thousands of planets are procedurally generated and created based on computer algorithms.
This means that these areas are different between each player since they are randomly generated. This is similar to how Minecraft and No Man's Sky would generate their worlds as well. Although, since these areas are based off algorithms, it is possible that exploration can become repetitive without enough unique handcrafted aspects.
These areas are in every planet, even ones with major cities like Jemison. Players can land anywhere on a planet, but whenever you make a landing point that is not predetermined, it will create a procedurally generated area based on the planet's characteristics. These areas tend to be wide open spaces where you can farm resources and make survey data.
On the other hand, you can tell an area is manually created if it is related to any of the main missions or side missions of the game. There would also be major cities, towns, unique items or NPCs with actual names in the area.
