Vortex Phantoms and Vortex Horrors are enemy types that glow a bright blue aura and have a chance to drop Glowing Vortex Cysts when defeated. Phantoms are the humanoid enemies, while Horrors are more monster-like in appearance.
When fighting these types of enemies, make sure to loot their bodies to obtain Glowing Vortex Cysts, among other Vortex materials used to craft Vortex Grenades.
Glowing Vortex Cysts are random drops from Vortex enemies, so if you are unable to obtain this material from an enemy, simply reload a previous save file and defeat the enemies again until you get the Glowing Vortex Cysts you need.
How to Save
You can find several Vortex Phantoms, which are humanoid Vortex enemies all around the area of the Scaled Citadel. These enemies can easily be spotted by their bright blue aura.

Note that the Anomalous Cave can only be accessed during the quest The Other Side. Inside the cave are various Vortex Horrors that occasionally drop Glowing Vortex Cysts.
