Upon landing at the spaceport of New Atlantis, an intern of SSNN named Tommy Bitlow will call your attention. He'll want you talk to his boss, Nadia Muffaz, at the news center since you're an eyewitness of the pirate attack on Vectera.
You can skip this part and head straight to Nadia Muffaz in SSNN to get the quest started.
Board the transit and travel to the Commercial District. Look for the Settled Systems News Network (or SSNN for short) building and talk to Nadia Muffaz. She'll ask if you have any fascinating stories or news on recent events that have happened around the different Star Systems.
You will have to look for interesting stories all over the galaxy and report them to the SSNN. These narratives are mostly key events from main quests and side quests that you've completed throughout the game.
After finishing a few quests, be sure to come back to the SSNN to see if you can deliver any stories to them.
By default, you should already have the option to tell Nadia about the Vectera mining attack by the Crimson Fleet pirates as seen in the One Small Step quest since this is the introductory mission of the game.
