You'll gain access to The Lodge after completing the main quest, One Small Step. Head inside and go to the basement.

You'll find the workbenches in the basement of The Lodge. Find the Spacesuit and Weapon workbenches to proceed.

Interact with the workbench and select the Deep Mining Suit or Cutter, scroll down until you can find the Skin option and select it to choose the Old Mars Skin Pack.
