The recommended dialogue option is to inform the cabinet that Reginald Orlase is responsible for the attack on New Atlantis. By lying to the cabinet and Hadrian regarding Vae Victs' involvement in the Terrormorphs attack, Vae Victis will not be convicted and you will unlock the Preventive Action Quest.

You can get this quest from Vae Victis every time you visit him in Subsection Seven. This is a recurring quest that allows you to hunt and track down saboteurs on different planets that are a threat to the UC Vanguard Faction.
