You can recruit Andromeda by finding her at the Broken Spear in Cydonia. You will have to pay her a recruitment fee before she joins your crew.
Note that you can lower a companion's recruitment fee by successfully persuading them to do so.

Andromeda Kepler is not a romance option in Starfield and you won't be able to start a relationship with them.
Andromeda is viable as either an outpost or ship crew. You can choose to assign her as an outpost crew if you need to construct outpost modules through the Outpost Engineering skill.
Alternatively, you can assign her to a ship to unlock your ship's trusters and add power to your ship's core via the Piloting and the Aneutronic Fusion skills, respectively.
