To unlock the Power of Persuasion quest, complete a few Ryujin mission board missions first, and then approach Imogene near the board. She'll automatically talk to you, saying that Masako wants to speak to you at her office.
Upon talking to Masako, she will first give you the quest, Maintaining the Edge, followed by Access is Key, and finally the Power of Persuasion quest.
Take note that after finishing each quest, you will have to do some missions again from the board before Imogene will send you to Masako again to proceed to the next quest.
Mission Board Quests and Rewards
Speak to Masako at her office on the Executive Offices floor of Ryujin Tower. She'll want you to speak to an Executive about approving a deal with Ryujin Industries.
Follow your objective marker which will lead you to an elevator near the entrance of the Astral Lounge. Take the lift up to CeltCorp and talk to the Executive in the conference room.
From here, you'll have to persuade him to approve the deal. However, if you fail to convince him, you will have to bribe him 4000 credits instead.
There is in fact a third option, which is to attack and kill the Executive. Doing so will place a bounty on your head and turn every guard in Neon hostile! This will also have negative reactions from Masako once you turn in the quest later on.
After dealing with the Executive, return to Masako to complete the quest and you'll be rewarded with 100 EXP and credits.
As mentioned earlier, if you killed the Executive, Masako will berate you for not following simple instructions and you'll be rewarded with less credits.
