1. Talk to Dalton Fiennes
Talk to Dalton Fiennes in Neon City of the planet Volii Alpha in Volii Star System. Dalton will brief you on Directive Theta and the need to investigate Ularu Chen. He provides you with a Novablast Disruptor (EM weapon) to disable enemies non-lethally. Equipping this weapon is crucial to avoid penalties for killing Ryujin guards.
2. Meet Nyx at Madame Sauvage's Place
Go out and meet Nyx at Madame Sauvage's place to start and get the program. You can find him sitting in a corner near a computer.
3. Talk to Nyx
Talk to Nyx and discuss the program. He’ll offer it for 2,500 Credits, or 1,000 Credits if you successfully persuade him. Alternatively, you can do him a favor by running the program on Camden Cho’s computer to get it for free.

4. Find a Way into Ryujin Tower
Once you get the program, follow the next objective marker until you find a way to the top of the Ryujin Tower. You will have to do some jumps across until you find a vent leading to the building's interior.
We recommend going for a stealth route here to avoid possible conflicts with Ryujin Industries in the future.
To pull this off like a ghost, however, you'll need these skills unlocked:

| Concealment | To be invisible while standing still and avoid patrolling guards |
Follow the quest marker and pass through some more vent systems until you reach Ularu's room and computer. You will encounter a few security guards in the area, so sneak past them using the skills mentioned above to progress safely.
Using the Arboron Novablast Disrupter
The Arboron Novablast Disrupter given by Dalton is to be used for non-lethal takedowns. This is necessary to avoid conflict. Equip and use this weapon to knock down lone guards patrolling along your path.
However, remember that other guards can still see if their comrades get downed, so make sure the guards you're going to use the disrupter on is unseen by the rest.
5. Run Nyx's Program on Camden Cho and Ularu's Computers
If you have accepted the side job from Nyx, Camden Cho's computer (located on a separate room inside the building) is added on the target list to run Nyx's program on.
Open the computers once you find them and tap on the Rover file on the left corner of the screen to run the program. It should automatically work, so leave the place immediately afterwards.
6. Exit Ryujin Tower
Exit the Ryujin Tower using the hatch above the room. You should see it quickly, as the quest marker will point at it. Do your best to find it so you won't have to backtrack your way out!
7-9. Meet and Talk to Nyx at his Apartment
Meet up with Nyx at his apartment to report your success. Wait for him to do his part through the program you installed on Ularu's computer. Talk to him once done to get the file.
10-12. Return to Dalton at Ryujin Tower
Go back to Dalton and hand over the file. Wait for him to analyze the data. Talk to him after to conclude the quest and get your rewards.
You will unlock the Guilty Parties quest after that!
