Guilty Parties is a faction quest in Starfield. Read on to learn how to complete Guilty Parties, its rewards, and if you should side with Ularu or Masako!

Head back to Imogene on the Operations Floor, but you won't find her there. Talk to Yuko instead and ask her if she knows anything.
Yuko has Imogene's last location. Keep talking to her until you get that information. She will also recommend going to Dalton first to run things with him.
You can learn more about the Seokghu Syndicate Hideout through Dalton. He will suggest talking to a person named Benjamin Bayu to help with the search.
Talk to Benjamin in the club and tell him about Imogene. He will help you find her and get inside the syndicate that she's involved with without a hitch. However, he will require something from you before assisting you.
You can try persuading him not to do the favor and save time completing the quest! It should be easy since there are only 4 bars to fill.
Go to Frankie's Grab & Go to get to the syndicate hideout. Talk to Frankie at the counter and state your business. She will refuse you to get in whatever you say, so look for another way around.
You can steal the Seokguh Syndicate Keycard to access the door leading to the hideout. You can do this by crouching behind the counter and her back.
You can get inside the hideout through the locked door on the rooftop. You can find it easily, as there's a quest marker on it.
Look around and search for Imogene in the hideout. You can follow the quest marker until you get to her location. You will encounter enemies along the way, and you can sneak through or kill them.
Confront Imogene and let her explain her side. She will also hand you evidence to prove her innocence, which you can give to Dalton.
Yuko will automatically initiate a conversation once you run into her. She will ask what happened, but you can ignore her and proceed with the quest.
Before returning to Dalton, you can confront Ularu first to know her side. She will confess she is the mole through persuasion or other unique dialogue options.
You can then decide whether to side with her or with Masako.
Return to Dalton and report what happened during your investigation. The dialogue choices will change depending on how you confront Ularu and your decision during the conversation with her.
The Key Ingredient will unlock as the next quest after that!
If you side with Ularu without changing your decision later on during the Executive Level quest, you will get access to the Ryujin Mission Board at your office located at the Operations floor. Stealth will also be no longer required for the missions listed on the Mission Board.
Ularu is the traitor of the Ryujin Industries faction, and she wants to take Masako's CEO position for herself. Siding with her will force the blame on Imogene even though she's innocent.
It will change all the dialogue options when you return to Dalton and tell him who's the traitor. If you do not change your decision during the Executive Level quest, she will overthrow Masako as the CEO.
Siding with Masako will still promote you to a Senior Operative in Ryujin. If you spared Imogene and professed her innocence to Dalton, you must talk to her to access the Mission Board. If you killed or spared Imogene, but did not profess her innocence, Masako will grant you access to the Mission Board.
Siding with Masako will give you a chance to hand over the evidence from Imogene and prove her innocence later on. Also, this will give you an option to attack Ularu in her office.
Killing Ularu after siding with Masako will make the security team and Dalton mad at you. It doesn't have any major consequences aside from that. The succeeding quests would still proceed normally even after her death.
