As Outpost Management is a higher-tier Expert skill, it is unlocked by spending a total of 8 skill points in the Social skill tree before it can be learned.
There are no backgrounds that start with the Outpost Management skill.

After building an outpost and a Cargo Link on a planet, you can remove the whole outpost to refund the materials and re-use those materials into building another Outpost Beacon and Cargo Link on another planet.

To start constructing robots, the Robots 1 Research Project has to be completed first. This research project does not require anything but the required resources and materials and an available research lab. The first research into robots This will enable you to build the first tiers of robots in your outposts.
As this challenge doesn't require to build different robots on different outposts, you can just rebuild the same robot by removing it to refund the materials, and rebuilding it. You can repeat this until you complete the challenge.

With the same strategy as rebuilding robots, you can also build a Crew Station, remove it to refund the materials, and rebuild it all in the same outpost to finish this challenge.
