Return to Subsection Seven and confront Vae Victus about his plan involving the Terrormorphs. You can question him about the attacks, the Terrormorphs, his accomplice, and other details to uncover the full scope of his scheme.

After confronting Vae Victus in Subsection Seven, report back to Hadrian and Percival to discuss your findings. Here, you can either lie and claim he had no involvement in the Terrormorph attacks, or tell the truth and confirm their suspicions.
Lying keeps Vae Victus alive and unlocks the repeatable quest Preventive Action; telling the truth exposes him and can lead to his execution, closing that quest branch.

Return to the Cabinet Chambers to present your findings on the Terrormorphs. During this meeting, you’ll decide Vae Victus’s fate - either lie to protect him, allowing him to live, or tell the truth and have him executed. You’ll also choose whether to share the Terrormorph intel with other factions.
Your decision has lasting consequences: sparing Vae Victus unlocks the repeatable quest Preventive Action, while exposing him makes the quest inaccessible. Sharing the intel may also affect your standing with certain companions, so weigh your options carefully.

You can get an additional repeating quest named Preventive Action from Vae Victus if you let him live.
To do this, you will need to lie to Hadrian and President Alexandra Abello and say that Vae Victus in not involve in the incident. If you only lie to Abello, Hadrian will tell the truth instead and expose Vae Victus.
Preventive Action Rewards and How to Unlock
You can end the UC Faction Questline once you expose Vae Victus to the Cabinet and get him executed for his crimes. Choosing this option won't let you see him in his cell again, and you won't also see him die.

Regardless of the choice you make, you will still receive the same EXP and credits as rewards, as well as a Mercury Tower Penthouse in New Atlantis.
Your decision will not affect the story either, and the only real consequence is your companion affinity depending on who your current companion is.
Releasing Aceles focuses on using a natural predator to manage the Terrormorph population. It’s ecologically balanced but slower to take effect, and the outcome is less predictable.
Choosing to use Aceles against the Terrormorphs will be frowned upon by scientifically minded companions, like Sarah Morgan,
Deploying the Microbe uses a precision-engineered organism to target Terrormorphs directly. It’s fast and efficient, though it relies on controlled lab design rather than long-term ecological balance. Most of your companions will prefer this solution.

Regardless of what the article says, Aceles is the better choice. Animals tend to develop immunity against microbes (if you don't know what it means, look up "warfarin resistant rodents"). While you can develop resistance against microbes, good luck growing resistant against getting mauled by fangs and claws.
