Head to the Vanguard Orientation Hall using the elevator to register and join the Vanguard. Access the terminal nearby and agree to the enlisment agreement form.
Pass through the Orientation Hall and head over to the Vanguard exam area using the elevator. You can check out the Orientation Hall first before taking the exam.
You can do this optional objective by pressing the button and listening to the story on each artwork. You won't receive any rewards from doing this but you will learn a lot about the United Colonies.
The Piloting Simulation is the exam you need to take to join the Vanguard. Go inside the simulator and sit on the pilot seat to start.
How to Complete the Vanguard Simulation
You are only required to finish the first three tiers of the simulation to pass the exam. However, you can still continue the simulation and complete all six tiers to get 20,000 Credits!
You can finish them easily and quickly if you hack through the Debug Controls inside to upgrade your ship and add an ally to help out. However, you will need a couple of Digipicks and a level 2 Security Skill to do this!
You can also go back and try again if you leave, but you will have to start from the beginning. Go out of the simulator once done to record your score.
Go back to Commander Tuala after finishing the exam. He will tell you more about your application and all the benefits you can get by joining. He will also ask you to be a provisional member if you want and it is effective immediately.
You can ask Commander Tuala to enlist you as a provisional member once you're done making up your mind. He will then take you outside to welcome you to the faction formally.
Swear an oath with Commander Tuala to join the UC Vanguard and get your rewards. You willl also receive your first faction mission and the second quest in the questline, Grunt Work, after that!

I got 20 000 credits plus 1000 for my reward. The 1000 i think is from my soldier background. I checked all the murals, i kept my calm (which probably means avoid shady answers and actions?) Used the debug tools, used the admin tools and beat tier 6.
