1. Go to Neon

Board your ship and travel to Neon which is located on the planet Volii Alpha in the Volii Star System.

2. Talk to Jaylen Pryce

Once you arrive in Neon, follow your waypoint to the Free Star Ranger Outpost and talk to Jaylen Pryce. Tell him to take you to a person named Billy Clayton.

3. Follow Jaylen Pryce

After the brief conversation, leave the outpost and follow Jaylen Price. He'll lead you to a diner where you can find Billy Clayton repairing some industrial pipes outside.

4. Talk to Billy Clayton

Approach Billy Clayton and ask him for information about a pilot who stole a HopeTech ship and had just recently landed on Neon. He'll agree to share some information regarding the pilot on the condition that you'll help him escape his debt from a loan shark named Emmet Goodman

5. Acquire a Warehouse Key

You'll have to obtain a Warehouse Key in order to gain access to a warehouse where Emmet can be found. Go to the warehouse and talk to the Syndicate guarding the place outside. You can either persuade him, pay 1000 Credits, or show your badge to get the warehouse key.

6. Confront Emmet Goodman

Once inside, go up the stairs and talk to Emmet Goodman in the warehouse office. You can threaten him by showing your badge but he won't be convinced. At this point, you can either persuade, pay 4000 credits, or attack Emmet.

7. Talk to Billy Clayton

Go back to Billy Clayton at the diner and inform him that Emmet won't be bothering him anymore. Honoring his end of the bargain, he'll tell you that the pilot you're looking for is Grace Early and that you can find her in Madame Sauvage's Place at the Upper Platforms level.

8. Confront Grace Early

Talk to Grace Early inside Madame Sauvage's Place. She'll tell you that she was approached by Maya Cruz to give her the job of stealing the HopeTech ship.

Furthermore, she received a message from a First member, Marco, through an encrypted slate. Ask Grace for the encrypted slate and Jaylen will suggest that you bring it to Ranger Alex in Akila City.

9. Go to Akila City

With the encrypted slate now in your possession, it's time to leave Neon and make your way towards Akila City. It's located on the planet Akila in the Cheyenne System.

10. Talk to Alex Shadid

Go to The Rock to hand over the encrypted slate to Alex Shadid. He can be found on the upper floors of the canteen.

11. Talk to Daniel Blake

Head upstairs and talk to Marshal Daniel Blake in his office. Inform him that you learned about the names of two high-ranking First members, Maya Cruz and Marco.

Patch Update Fixes Quest Blocking Bug

There was a bug that you can encounter during the Shadows In Neon where the quest is blocked or does not progress. Fortunately, Starfield released Update Version 1.7.29 last September 13, 2023 that addressed this issue
