Update: The research is called Outpost Defense 2 under the Outpost Development branch in the research table. It's unlockable after researching Robots 1 & 2 and Outpost Defense 1. Still not sure how to find the Veryl-Treated Manifolds though. The shop keeper mentioned in the article doesn't have it for me. Perhaps I need to be further along in the story.

You need it for researching level 2 security/base defense after getting level 3 outpost engineering.
