Buy from Gualter During Hostile Intelligence
You can get the Reckless Bombardment unique heavy weapon by purchasing it from the vendor, Gualter, during the Hostile Intelligence faction quest in the UC Vanguard questline. This vendor will also sell the Vampire's Gift unique rifle.
