You can get a Microgun in New Atlantis. Head down to The Well and go to UC Surplus. In the shop, there will be a large crate placed on the right of the front desk where the weapon can be looted. Take this weapon without getting caught and enjoy a free Heavy Weapon!
It's recommended to have the Stealth skill here to make it easier to tell if you are hidden or not.
