Complete Start-up Stopped Quest
The Riot Shotgun will be available for purchase in Jane's Goods, located in Cydonia, after completing the Start-up Stopped quest and returning her ship.
You can trigger this quest by talking to Jane and asking about her business. She will then ask you to help her locate and bring back her cargo ship.
