This is an alternative fix that is not mentioned in the guide and should work no matter what without console commands/skills
If you have progressed through the Ryujin questline and killed Andrea she will obviously not be here. If you are on Xbox and can't use console commands, you can punch a citizen in the room and then stand by the bugged door. The strikers will run down and unlock it. You can then run upstairs and hide until you are no longer in combat and then you can finish the quest and proceed to fast travel to UC to clear your bounty for punching someone.
Found the same bug. Used the console command to give myself the manipulation skill. Used it on Andrea. You need to click on the locked door from a distance, otherwise the game will interpret that you are trying to open the door instead of sending her to it. Then I removed the skill using the console command again. I think that probably made me give up on achievments, though.
Door is locked during The Audition ans well and cannot complete.
