How to Get Ambassador
Given by Ambassador Radcliff as a "Gift"
During the UC Vanguard quest, Friends Like These, you can blackmail Ambassador Radcliff into giving you the Ambassador pistol.
To do this, do not persuade Radcliff after talking to her. Instead, speak to the Freestar Embassy Staffer, Cameron, to get information about Radcllff's dealings.
Confront Radcliff and make sure to select the dialogue "You call that a negotiation? Without even offering me a gift?" to get this unique pistol.
