I just accidentally found it. It's on Neosi in the Olympus system. Land at the science outpost. There's an abandoned barracks, make sure you're light in weight, I found a few different pieces of rare gear and weapons. Idk which way I went, but there's two I believe outposts. If you see turrets, you're at the right one. Kill everyone then search the entire outpost, you'll see a locked novice door that leads you to it. Take your time looking, I almost missed it.
