You can use the NeuroAmp to walk through this level social-stealth style. After sitting in the waiting room, walk around that level and find the woman you sabotaged back in the Astral Lounge earlier in the questline. Dialogue her into setting up an appointment with the boss, and use the NeuroAmp to allow him to give you access to his computer. Then, use the NeuroAmp on a certain guard to open a locker with a lab uniform in it. Equip the uniform and you can walk down to the prototype.
If you already have Manipulation when you do the Surgery, you recieve an aditional free level in it, if thisnis true between Universes and not 1 time then you can max it out for free
