Orahim's Shack is part of the Twice Reformed side quest. At the very beginning of the quest, Orahim, who is at the Dazra Refugee Camp, will ask you to meet up with him at this particular shack.
The Orahimʼs Shack has a handful of free loot that players can take. They can be found in containers, lockers, crates, or just lying on the ground.
No mention that Orahim asks you to meet him in the side quest called "twice reformed" he gives you at the starport?

Besides the lockbox chest that is part of his quest, there is another chest in his house that is locked requiring a key titled "Military Base Key", which I didn't seem to find during his quest. Now weirdly, a few minutes walk away is the Control Site Kappa that is central to the 'Legacy of the Fang' quest, and in it is a key also titled "Military Base Key" on a guard. Sadly this key doesn't correspond with the safe back at Orahim's house, so I'm not sure if Bethesda forgot this safe or what.
