The Vanguard Ares Particle Cannon will become available for purchase at ship services by joining the UC Vanguard at MAST in New Atlantis and completing the 2nd quest Grunt Work provided by Commander Tuala of the UC Vanguard.

After this mission, you can check at a ship technician located in any of the major cities to see if the Vanguard ship part is available.
