You can get Exo Servos by completing Spacesuit Mods Research Projects at a Research Lab. Completing these research projects will give you access to “Improved”, “Superior”, and “Cutting-edge” Spacesuit mods.
You can start Research Projects at Research Labs. These labs can be found in your ship hab, outposts, or in major cities like New Atlantis.

After successfully unlocking Exo Servos via completing a Research Project, you can go ahead and craft it at a Spacesuit Workbench using the materials listed above.
