Craft a Greenhouse by having the Botany Skill and being in a habitable planet in Starfield. Read on the find out more info on more conditions to craft a Greenhouse and materials needed for crafting it.

Allocate the Botany Skill for at least one rank in the Science Skill Tree to start raising and farming flora. Botany allows building a Greenhouse in an Outpost.
To allocate Botany, you need to have at least two points allocated in the Science Skill Tree.

Find a planet where flora can grow. This information can be seen when hovering over planets or moons on your Starmap.
Here's a small list of familiar planets or moons you can build a Greenhouse on:
To be able to craft a Greenhouse, you need to scan a species of flora local to that planet to 100%.
There's a small exception of flora that does not allow Outpost Production. Scanning these flora will not unlock crafting a Greenhouse in that planet.
The materials required for a Greenhouse are not rare and can be looted throughout your journey in the galaxy, or can be bought from NPCs.

Build the Greenhouse within an Outpost. In order for Greenhouses to work independently, it has to be supplied with water and electricity.
With a little more setting up, Greenhouses will be a great tool to farm materials from flora to craft other items.

My Commercial Greenhouse had about 100 plants vs about 50 in the standard greenhouse, but also, for some reason you can't walk around the upper shelf, so those 25 are hard to grab, but you can climb up in the Commercial. NB: On Jemison I had no greenhouses in the outpost Builder tab - I had 100% surveyed the planet/flora months before. I unglitched it by finding an unscanned plant (light blue outline on the scanner), even though it should've been scanned already.
