You can acquire the Ryujin R&D Outfit by killing Engineers found on the Ryujin Tower's Research and Development floor and lootin it off their bodies. The Ryujin Tower is located in Neon City, which is found in the Planet Volii Alpha.

Note that you will get a bounty if you try to kill a Ryujin Engineer.
