As Shield Systems is a higher-tier Advanced skill, it is unlocked by spending a total of 4 skill points in the Tech skill tree before it can be learned.
There are no backgrounds that start with the Shield Systems skill.

Retaking the Piloting Exam to get your ship hit is a quick way to complete the rank-up challenges for Shield Systems. This exam is part of the UC Vanguard Faction Quest Supra Et Ultra. It involves you piloting a simulated ship to destroy as many ships as possible.
Once you enter the exam, power your shields up to max capacity and let the enemy ship hit you until you lose your shield. Then, either destroy the enemy ship to continue to the next wave or restart the exam by leaving the cockpit. You can stand up from the pilot's seat by holding the E key (or the X button for Xbox users).
How to Complete the Pilot Simulation

Upgrade your ship's Shield Generator to endure more hits before your ship's hull takes damage. The available ships you can install depend on your level, your ship's class, and your rank of Starship Design.
The Deflector SG-30 is an excellent early shield to install unto your ship early on for A-class ships and players that do not have the Starship Design skill.
