There's a ramp near Reliant Medical in New Atlantis that you can jump from to take fall damage. You can do this repeatedly until your health falls below 25%.
Alternatively, you can sprint until it starts to reduce your health below 25%. The more encumbered you are, the quicker your O2 and health will be drained.
When your health is below 25%, you can have your health restored in the nearby Reliant Medical for 400 Credits.
This is also an excellent way to complete the challenges for the Wellness, Gymnastics, and Cellular Regeneration skills.
Another option is to play the game regularly and heal yourself with Aid items once you go below 25% health. Using healing items also completes the Medicine skill rank challenge.
