The Mark I Pack, along with the other armor pieces in this set, can be found on a mannequin in the basement of The Lodge.
The armor set is locked behind a glass capsule with a Master-level lock that you can only attempt to hack it if you Security Skill at Rank 3.
To get there, you need to progress through the story until the game prompts you to go to The Lodge in New Atlantis to meet Constellation.
Once you have the key to The Lodge, head to the basement and look for the mannequin that's wearing the Mark I Set.
...or you can just cheat your way into getting the armor!
To do so, you just need to get close to the mannequin and aim your crosshair at its arm through the glass capsule's small gap. This can be done whether you're on first person POV or third person!
It may take a while to get the position right but just keep adjusting your crosshair until you get it right. It's very much worth it because the Mark I Set is one of the best armor you can get in the game! Getting it early will make you much more effective in combat.
