It is best to farm Gargwa materials during Gargwa Outbreaks in the Shrine Ruins. Gargwas appear in more areas during this time specifically Areas 1, 2, 7, and 12!
Gargwas will accidentally lay Gargwa Eggs when attacked by a surprise. These eggs are important to complete the Request from High Rank Hunter Ayame called An Egg-cellent Idea?.
You don't have to kill Gargwas to get their eggs - surprising them with a quick Throwing Kunai attack will agitate them enough to lay their eggs.
