For this request, you must take a picture of Garangolm as it is applying the elements to its arms, not when the elements are already on its arms. Garangolm will do this once it becomes enranged and after it roars, so that's your signal to get the Camera ready to take the shot.
The game will let you know if you've successfully taken the right photo. After you've taken the picture, you can choose to Return from Quest or finish the hunt.
You can find Garangolm in any of these quests, or you can find it in Expedition Tours.
