Speak with Iori to access the Buddy Scout menu. You can hire buddies here, hire a special one, rename and dismiss buddies.
If you're looking to train or switch buddy skills, however, look for Buddy Expert Shirubei who handles the Buddy Dojo (he can be found just across Iori).

Iori can be found at the right upon entering the Buddy Plaza from the Village. He is located by a tree with a hanging scroll and two torches, and often found interacting with a palico and a palamute.
