Since Bahari spearheads Anomaly Research in Elgado, you can exchange the Investigation Coins you get from doing Anomaly Quests for rare monster materials like mantles, Qurious Crafting Materials, and other items like MP Accelerants and Outfit Vouchers with him.

Bahari the Scientist can be found nearby the Canteen. He can be seen standing at the porch of a house-like building. The house behind him contains a research lab if you look through the windows.
