With Title Update 3's release, you can now bring him on most Hub Quests and Anomaly Quests! Before Title Update 3, you could only bring him on Support Surveys and Follower Collab Quests.
It is important to note that the follower feature is only available if you have the Sunbreak DLC.
How to Bring Followers in Quests

Sir Jae serves as a Knight of the Order alongside Luchika, and is responsible for protecting the Elgado outpost.

Sir Jae can usually be found at the meeting table in the Command Post with the other knights.

If Sir Jae is not present in the outpost, he can be found beside Master Arlow in the Central Plaza.

If he cannot be found in either the two above spots, he can be found at a table near the canteen of Azuki the Cook.

Knight Squire Layered Armor for Hunter
An armor based on the Knight of the Order armor, the Knight Squire armor set can be unlocked for crafting after completing two of Fiorayne's follower quests An Audience with the Queen and Flicker in the Night.
This look can be bought under the name Fiorayne Layered Armor for $2.99 in DLC Pack 6.
