With Title Update 3's release, you can now bring him on most Hub Quests and Anomaly Quests! Before Title Update 3, you could only bring him on Support Surveys and Follower Collab Quests.
It is important to note that the follower feature is only available if you have the Sunbreak DLC.
How to Bring Followers in Quests
& List of Followers
Fugen is in charge of leading Kamura and overseas the progress of the village and its inhabitants. He can participate as a follower. As you progress through the game, he will give you requests which can be accomplished for rewards.
After completing village quests, event quests, and rampages in Kamura Village, Admiral Galleus periodically rewards Kamura Tickets which can be used in crafting armor sets and buddy armor. Watch out for a speech bubble to know when he has something for you!

Elder Fugen can be found in the Steelworks area, up a flight of stairs leading to the large Steelworks building.
