To proceed with the Masterless Claws quest, you'll need to be at least HR 41 to join the said event quest.

From the Quest Counter, select the Event Quests Tab and select Masterless Claws to accept this quest. You can do this by speaking to Alma or opening the Quest Counter from the Tent.
