Investigate the regions and raise your HR by defeating monsters roaming in the field. Once you reach HR 15 Your level will get capped here, and you will be able to proceed with the next part of the mission. You can still hunt after getting capped, but the experience won't reflect until the cap is removed.

Raising your HR

There are a number of ways to raise your HR rank quickly. One of them is to do Side Missions, especially those with Optional Quests since these reward HR.

This is also a good way to grind for materials to craft better gear, which you will need to deafeat High Rank Monsters.
